ICCF 2015-017: International Arbiter Qualifications

Count Zonal Promotional Tournaments, Zonal Championship and Invitational Tournaments toward a TDs Qualification as an International Arbiter.
Proposal
Zonal Promotional tournaments, Championship games and Invitational Tournaments are “zonal tournaments.” Presently, the Qualifications Commissioner does not include TD work in “zonal tournaments” as qualification toward the ICCF International Arbiter title. It is proposed that this be changed and that “zonal tournaments” be credited toward a TD’s qualification for the IA title. It is proposed further, that this change be retroactive to include all past Zonal Promotional Tournaments, Championship and Invitational tournaments that have not been previously credited to the TDs who handled these games.
Rationale
Each zone’s “zonal tournaments” are fully sanctioned ICCF tournament games that are ICCF rated and played under the full consideration of ICCF’s rules and guidelines. As such, these games require the same knowledge and implementation of ICCF rules as any other ICCF game. TDs who commit their time to oversee these games support ICCF’s goals and growth plans. The TDs who oversee these games should be granted the same credit and qualification as any other TD overseeing other fully sanctioned ICCF games.

Voting Summary
- A vote of Yes will mean TDs who oversee games played in Zonal Promotional Tournaments, Championship tournaments and Invitational tournaments will be granted credit for their present and past work and that this work will be applied toward the qualifications of the ICCF International Arbiter title.
- A vote of No will mean that a Zonal tournament will not be counted toward a TD’s qualification toward the International Arbiter title.
- A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.

This proposal was advised by me from the early beginning, therefore it was included in revision to the Arbiter Manual worked out by ACO under guidance of Dennis Doren, ACO chairman.
Being ICCF Qualifications Commissioner I support retroactive usage of this change also. Although it has to be clear that events in question are based on the same principles as ICCF world promotional tournaments.

This proposal is completely in agreement with the far larger set of proposed revisions to the Arbiter Manual being put forth by the Arbiter Committee (ACO). (In fact, if the revised manual is voted on and accepted by Congress prior to this proposal is voted on, this proposal will become redundant.) The ACO's inclusion of this same proposed revision to the rules reflects the consistent view among the Committee members that the degree of TDs' experience in directing international rated events is the key element to the quatitative requirements for the International Arbiter Title, not an artificial distinction between certain international rated events versus others. For TDs, running one international event has the potential of bringing the same set of issues and general experience as running any other international event. I am fully in support of this proposal.
