(a) In the RATIONALE section, at the end of the paragraph for #5 in first part under the rubric "Specific revisions", I added the sentence: The section numbers listed below pertain to both the TDM-S and the TDM-P, as both manuals use exactly the same numeric system in labeling sections.
This was to point out that the numbering system both in the proposal and in the two different manuals are the same (contrary to how everything else has been done in ICCF documents pertaining to rules and procedures).
(b) In #23 in the same section, I added the following at the end: Automatically handled claims will only pertain to server-based games, with claims of these types within postal games to be handled just as they currently are.
(c) #32 was re-worded to a degree, with some additional information, such that I now reads the following in its entirety: Adds detail to adjudication procedures for TDs. The rules were not changed except that communications between TDs and players are now to be direct even in team events (in server-based events only), as opposed to both the TDs and players needing to communicate directly with Team Captains who then forwards the communications in the appropriate direction. TCs will instead simply receive copies of the communications automatically through the server. Procedures within postal games remain the same as they currently are. (Section 8)
(d) In #36a, I added a sentence at the end: Procedures in postal games remain the same, with the use warnings and penalties for infractions of this type.
(e) In #36c, I added a sentence at the end: The procedure for handling repetitive harassing draw offers in postal games remains as it current is, with a warning and 2-day reflection time penalties.

"Tournament Rule 10.9 will also need to be updated to coincide with Rationale 8. Additionally, this proposal implies that any future finding of inconsistent rules across ICCF documents due to Congress's acceptance of the revised manual(s) will be fixed by updating the other document(s) without further involvement of the Congress."
The ACO changed the manner by which harassment through repetitive draw offers will be addressed. In an earlier version of the revision, there was the arbitrarily chosen absolute limit of 3 on the number of times a player could offer a draw in a game. For details of the corrected proposed procedure, see Rationale 36(c) in this proposal. |

While no one took the time to write down the exact origin of the phrase, the allusion involved seems to be to a failed culinary effort, perhaps a burned or botched omelet, fit only for consumption by the mouth of last resort, Fido. As a vivid figure of speech meaning something so fouled up as to be utterly useless, "dog's breakfast" can cover anything from a play plagued by collapsing scenery to a space mission ruined by a mathematical error. "Dog's dinner," which seems to have appeared around the same time, means exactly the same sort of disaster, but has the advantage of being attractively alliterative. Both phrases are heard occasionally in the U.S., but are more common in the U.K. and Commonwealth countries. |
