ICCF 2015-004: Revision of ICCF Playing Rules Server 1(g)

Modification of ICCF Playing Rules Server 1(g) to account for changes to tournaments.

Proposal

Current ICCF Playing Rules Server, section 1(g) states: “These rules will normally apply for all tournaments played using the ICCF webserver, unless varied by tournament announcements and starting notices”.

I propose the following changes:

“These rules will normally apply for all tournaments played using the ICCF webserver, unless varied by tournament invitations (necessary), tournament announcements (necessary) and which will then be confirmed in the starting notices”.

Rationale

Potential players must know in advance what might change in the rules for that event so that he can make an informed decision whether or not to play. There should be no surprises to the player when he/she accepts and invitation and then finds that the rules are different than the norm. Examples can include (but are not limited to) Time Control (6(a)) and Leave (7(a)).

Voting Summary

  • A vote of Yes will mean “I accept the wording change described above”
  • A vote of No will mean “I do not accept the wording change described above”
  • A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.

I agree that the players have to be aware of all the specific rules of a tournament for them to decide to enter or not.
