Reinstate Old Rule 5e) Team to the ICCF Server
Proposal
Add to the ICCF Server Rules:
5e) TEAM: Through the Team Captain the Tournament Director must be notified immediately of any disagreement between competitors about the game.
Rationale
It was very surprising to find that the rule 5e) team was removed from the Server Rules, and we can’t have the contradiction in the rules as it is written in the Server Rules from 1 Jan 2015:
1f) Team: … In all other circumstances, Team Captains are responsible for communicating with the Tournament Director, for the resolution of problems or disputes.
5e) The Tournament Director must be notified immediately of any disagreement between competitors about the game.
Reinstating the 5e) Team rule that says that the player shall go via the Team Captain to allow the Team Captains to solve the problems between them without the need to involve the Tournament Director makes it consistent with 1f). This is, in my honest opinion, an important part of the role of the Team Captain.
Other Comments/Considerations
This removal of 5e) Team was not discussed in Congress, but when asking, I got the information that the Executive Board has unanimously agreed to this change of meaning and text. It is necessary to have a consistency in the rules in order to not confuse players of what to do. As it is written now, the 1f) Team says that you shall contact your Team Captain while 5e) says you shall immediately contact the Tournament Director. 1f) has been approved with the new wording by the ICCF Congress in Sydney and it must thus be valid and then it would be great if 5e) was consistent.

- A vote of Yes will mean the Server Rule 5e) Team is returned to Rules and Guidelines
- A vote of No will mean that the procedure about a disagreement is unclear.
- A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.
