ICCF 2015-026: Penalty for Resuming a Tournament

Penalty for resuming a tournament after forfeiting two or more games for any reason in any tournament.

Proposal

Any player who loses two or more games in a tournament under ICCF Playing Rules Section 3 – Failure to Reply -b or Section 6 – Time Allowed and Penalties – d should be removed from the tournament and only the games he  has actually played and concluded should be evaluated for rating calculation.The finished games should NOT be evaluated for norm purposes and the norm requirement should be rearranged according to table ICCF Tournament Rules – International Correspondence Chess Title Regulations – Section 3 (The Norm Requirement Table)  with one player deducted. In team tournaments the player should be considered as withdrawn from the tournament and ICCF Playing Rules Section 8 – Withdrawal, death [and Substitution] should be applied.

Rationale

It happened to me a few times and the general opinion  of our players is in this direction. The player who loses maximum two games due to ICCF Playing Rules Section 3 – Failure to Reply - b or Section 6 – Time Allowed and Penalties – d   in a tournament if let to play on causes an injustice. Two or more players have scored a win easily but the rest of the players have to claim a win by playing. Consider this situation where a player has forfeited six games due to time lapse suddenly starts playing again consistently his remaining games. Now the rest of the players are playing under injust conditions. In a time when Baumbach tie-break method is being implemented and the very few wins decide the outcome of a tournament this situation causes an injust playing atmosphere for the rest of the players.

(490471 Cakmak, Sarven) has lost 2 games  due to ICCF Playing Rules Section 3 – Failure to Reply - b or Section 6 – Time Allowed and Penalties – d  and he is continuing his remaining games. This has caused an injust situation for the other players who have to claim a win by playing.
