Congress Approval of Change of Server Rule 3b)

Proposal

The Congress needs to approve the change of ICCF Rules Server Rule 3b), as it was made by the Executive Board and alleged to be “only” a clarification.

Rationale

This is in my opinion not only a clarification but a change to the rules. 3b) was not a mandatory claim and not really equivalent to an ETL. The player still has time left on the clock. Such changes to the Rules need to be confirmed by the ICCF Congress. The only approved change by the Congress 2014 in Sydney was to remove the team part.

Other Comments/Considerations

Attention should also be given to the proposal ICCF 2015-028 increasing the timeless manual updates. I feel that if it shall be implemented, and as this case is alleged to be a clarification, we shall at least need to have a definition of what is a clarification and what is a change of meaning of the rules. It seems to leave a very open question if this is what it means to clarify a rule.

The only approved change by the Congress in Sydney was to remove the team part.

Voting Summary

  • A vote of Yes will mean that Congress approve of the change already made.
  • A vote of No will mean that the update of the rules and following implementation will have to be updated to wording of ICCF Server Rules valid 1 Jan 2014.
  • A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.
