Equitable Normal Leave Allocation
Proposal
Change normal leave allocation from January 1 to the tournament start date.
Rationale
Presently, the ICCF webserver deposits 45-days of normal leave in a player’s account at two points (a) at the start of the tournament and every January 1.
Present Examples of Leave Inequality:
- Tournament starts December 15.
- On January 1, player will have 90-days of accumulated leave.
- Player will have 90 days of leave to manage for 380 days of play.
- This equates to 1-day of leave every 4.22 days of play.
- Tournament starts January 2.
- On January 2, player will have 45-days of leave
- Player will have 45-days of leave to manage for 364-days of play.
- This equates to 1-day of leave every 8.08 days of play.
Equitable leave allocation should not dependent on tournament start dates, but should be allocated equally over the life of a tournament.
Solution: player is allocated 45-days normal leave at the beginning of the tournament. 365 days later, player is granted additional 45-days of normal leave. This equates to 1-day of leave for every 8.11 days of playing time, and leave allocation becomes equal for all players regardless of the tournament start date.
Other Comments/Considerations
If Congress prefers, the webserver could be programmed to allocate an additional 1-day of leave into a players normal leave account every 8.08 days of play instead of a 1-time deposit of all 45-days every year.
Relevent Documentation
Surprisingly enough, I have not found any ICCF documentation that specifies leave be granted at the start of the tournament and yearly thereafter on January 1.
Voting Summary
- A vote of Yes will mean the for all tournaments starting 01.01.2016 and after, normal leave allocation will be granted to players at (a) the start of ther tournament and (b) every 365-days after the tournament start date.
- A vote of No will mean the delegate representing the players of his or her Federation would prefer to stay in the 20th century mindset of inequitable leave allocations based on an arbitrary date of January 1, even when tournaments start every month of the year.
- A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.
