Withdrawal and Substitutions
Proposal
If no moves have been made, there is no limit to the number of times a Team Captain or Tournament Organiser may make substitutions. An accepted withdrawn player shall not suffer any suspension or penalty.
Rationale
At present, withdrawals made by a TD, TO or Team Captain (for whatever reason) will result in a player being added to the “Suspension” file for possible sanction. This is unnecessary, prevents the player from entering new events and requires an email from the National Delegate to the WTD to take the player off the “Suspension” file.
Other Comments/Considerations
Paragraph 8 of the Tournament Rules on Withdrawals and Suspensions is currently a “dog’s breakfast” and needs a complete rewrite before the 2016 Congress.

Voting Summary
- A vote of Yes will mean that players withdrawn by a TD, TO or Team Captain will no longer be treated as possible suspensions.
- A vote of No will mean that players withdrawn by a TD, TO or Team Captain will continue to be treated as possible suspensions and prevented from entering new events.
- A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.
