Proposal

This proposal concerns the other proposal: ICCF 2015-006 “Same playing conditions for all games”.

It is necessary to make it clear that also postal events shall be rated even if two transmissions of moves and reminders are used.

Rationale

In postal events, using email is helpful for a number of reasons, particular to speed up games where the postal connection is not great. It has no impact on the rating as the games are by the time it is in postal handling makes the calendar time not to be equal in the games.

Other Comments/Considerations

We have asked the Welsh federation to clarify that the proposal is only for server events and this was confirmed by the Welsh Delegate Russel Sherwood. But no clarification seems to be made in the proposal.

SSKK has been using mixed postal and server in our national events, as you can qualify for a championship final playing either by server or by post, (For our domestic events we feel that everybody qualified shall be allowed to play for the championship) it only require that the games can be stopped and the TD can set the result. Since 1 Jan 2015, the latter is no longer possible. In fact this prevents the mixed events as it is no longer possible for the TD to set the result.

This created some problems for us as it was made also for ongoing events. For us with over-night postal handling the calendar time is rather equal between post and server in our domestic events. And players have no problem to play a couple of games by post with those players who has no access to internet.

PS We don’t understand why changing back to allow the TD to set the results have to cost 25.000 €? We have asked but got no reply.

Voting Summary

  • A vote of Yes will mean that postal events can continue as present no matter the result of proposal 2015-006, which then will only be about server events.
  • A vote of No will mean a step backwards to pre computer times.
  • A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.
