Proposal
Add new paragraph to 8b of the ICCF Playing Rules Server
e. TEAM: If no moves have been made, there is no limit to the number of times a team may make substitutions. A withdrawn player shall not suffer any suspension or penalty.
Rationale
At present, withdrawals made by a TD, TO or Team Captain (for whatever reason) will result in a player being added to the “Suspension” file for possible sanction. This is unnecessary, prevents the player entering new events and requires an email from the National Delegate to the WTD to take the player off the “Suspension” file.

Voting Summary
- A vote of Yes will mean that players withdrawn by a TD, TO or Team Captain will no longer be treated as possible suspensions.
- A vote of No will mean the players withdrawn by a TD, TO or Team Captain will continue to be treated as possible suspensions and prevented from entering new events.
- A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.
