Restrict Accumulated Time

Proposal

To restrict accumulated time to a maximum of 99 days (+24 hours). Achieved by change to Playing Rule 6a from:-

6a. Each competitor is allowed 50 days for every 10 moves, unless the tournament announcement explicitly specifies otherwise.

To:-

Rationale

This proposed Rule change is aimed at the players who play quickly for the vast majority of the game then, when they are in trouble or losing, start to play extremely slowly with no other intention in mind than deliberately delaying the game. The so-called “dead man’s defence”.

We are sure most players/delegates/officials have witnessed such behaviour. The current Rule allows players can accumulate 200, 300 or even 400 days on the clock which is simply ridiculous. This situation actually encourages some players to “go slow” which cannot be good for the game.

Please note that this proposed change will not impact players who play at a sensible pace or who utilise most of the time right from the beginning of the game. Any player who has less than 50 days left when he makes his last move at the Time Control (10th move, or 20th, or 30th, or 40th, or 50th etc) will not be affected by this change.

Examples

A/ Player has 10 days left when he makes his 10th move: Clock goes to 60 Days (+24 hours).

B/ Player has 25 days left when he makes his 20th move: Clock goes to 75 Days (+24 hours).

C/ Player has 40 days left when he makes his 20th move: Clock goes to 90 Days (+24 hours).

D/ Player has 70 days left when he makes his 30th move: Clock goes to 99 Days (+24 hours).

E/ Player has 95 days left when he makes his 30th move: Clock goes to 99 Days (+24 hours).

Voting Summary

  • A vote of Yes means another way to minimise or eliminate play who abuse the time control system and delay tournaments.
  • A vote of No means the players of the federation are in agreement that there is no problem with players accumulating years of time and slowly frittering it away at their leisure, thus annoying players and extending tournament end dates needlessly.
  • A vote of ABSTAIN is not a vote but means the vote holder has no opinion and does not wish to represent the correspondence chess players of his or her federation in this matter.
